Biography
Wing Cheong is Professor of Law at the Yong Pung How School of Law, Singapore Management University. He completed his undergraduate studies in Law in Oxford University (England) and his Masters degree in Cornell University (USA). He is an advocate and solicitor of the Supreme Court of Singapore, a barrister of Gray’s Inn (England & Wales), and a qualified attorney of New York State (USA).
His academic career started with the Faculty of Law at the National University of Singapore in 1993. He teaches and researches mainly in the areas of criminal law and family law, and he has been recognised for his excellence in teaching at the Faculty and University levels. He is the co[1]author of Criminal Law in Singapore which is used by law students and practitioners, and it has been cited numerous times by the courts of both Malaysia and Singapore. His recent projects include an examination of the death penalty in Singapore, and the criminal laws of regional countries (Myanmar, Sri Lanka, India, Laos, Bhutan and Bangladesh). Two of his works have been translated into other languages: Family Law in Singapore (Japanese) and Criminal Law in Myanmar (Burmese).
Wing Cheong enjoys contributing his expertise to the legal community and the social service/non[1]profit sector in different capacities. In terms of the legal community, he has been a member of law review committees convened by the Ministry of Home Affairs, Ministry of Law, Law Reform
Committee of the Singapore Academy of Law, Family Justice Courts, and Inter-agency/inter[1]Ministerial committees. He was awarded the Friend of the Law Society award in 2016 for his contributions as a Resource Consultant to the Criminal Law Practice Committee of the Law Society of Singapore. In 2019, he was appointed amicus curiae in a case before the Singapore Court of Appeal.
In terms of the social service/non-profit sector, he has been, at various times, a member of the Adult Protection Team, Maintenance of Parents Tribunal, Review Board of Children and Young Persons Homes, Review Board under the Vulnerable Adults Act, Management Committee of TRANS Family Services, Volunteer Probation Officers Committee, and Criminal Legal Aid Scheme Committee. He has also been a mediator with the Family Court, an adjudicator with the Financial Industry Dispute Resolution Centre Ltd (FIDReC), and an assessor with the COVID[1]19 (Temporary Relief) panel.
He was awarded the Ministry of Community Development’s Outstanding Volunteer Award in 1999 for his public service as a Gazetted Volunteer Probation Officer, and a Special Recognition Award by the President of Singapore for sustained outstanding and exemplary contribution to the non-profit sector and to society in 2014.
